WRC Malaysia is setup to provide to the Ministry of Energy, Water and Communication (hereinafter referred to as MEW&C) advice, technical support, and recommended proposals for the 2011 World Radiocommunication Conference (hereinafter referred to as WRC-2011).

NPWG-2011 is a closed / by invitation only committee, expected to meet every quarterly (four times per annum). The committee reports to WRC Malaysia chaired by the Secretary General of Ministry of Energy, Water and Communication (MEW&C).

Under the NPWG-2011 there are the six NPWG-2011 Working Parties (WPs). The reports from all the working parties are then compiled and presented in the national committee before being discussed at the international level.
